TMW Maxwell, at 31 Tras Street, Singapore 079934, in District 2, is developed by Maxwell Residential Pte. Ltd. (UEN 202117625M) and Maxwell Commercial Pte. Ltd. (UEN 202117620W), the two housing developers on Developer Licence C1452. The development is a 99-year leasehold from 28 April 2023: one 20-storey residential block of 324 homes above a 3-storey commercial podium of 11 commercial units, with 3 basement car park levels. The two companies are a joint venture of SingHaiyi Group and Chuan Investments; CEL Development, a joint venture partner at the project’s launch, has since merged with SingHaiyi Group and operates under the SingHaiyi name.
The site was Maxwell House, a 13-storey commercial development of 145 strata units at 20 Maxwell Road, bought by collective sale for $276.8 million. The joint tender was made on 6 May 2021 and awarded on 7 May 2021 to SingHaiyi Investments Pte. Ltd., CEL Development Pte. Ltd. and Chuan Investments Pte Ltd, with participation of 40% for CEL Development and 30% each for SingHaiyi Investments and Chuan Investments. Chuan Investments is the joint venture’s financial partner, and the project account is held with United Overseas Bank Limited.

CEL Development Pte. Ltd. was one of the three joint tenderers awarded the Maxwell House site on 7 May 2021, with a 40% participation. It has since merged with SingHaiyi Group and operates under the SingHaiyi name, and it stays on the development’s logos as a partner at launch.
